Abstract

This study examines the social construction of Islamic marital values within the Self-Managed Pre-Marital Guidance called “Bimwin Mandiri” program at the Office of Religious Affairs (Kantor Urusan Agama-KUA) Simokerto, a densely populated area of Surabaya, Indonesia. Employing a qualitative case study with eleven informants, data were collected through face-to-face and WhatsApp interviews, passive participatory observation, and documentation. Analysis followed the Miles and Huberman model. Findings reveal that social construction unfolds through three dialectical moments of Berger and Luckmann: externalization of KUA policy positioning Bimwin as a divorce prevention strategy, objectivation of counselor practices adapting materials to participants’ backgrounds, and internalization by participants with varying depth. The term “Mandiri” emerged from KUA staff without regulatory basis, signaling linguistic objectivation by local actors. The theoretical contribution lies in extending Berger and Luckmann’s framework to mandatory religious policy, while its practical contribution informs the development of Bimwin in heterogeneous urban contexts.
