Abstract

The enforcement of discipline and the Professional Code of Ethics in the Indonesian National Police (Polri) is crucial for upholding professionalism, integrity, and public confidence. The Professional and Security Division (Propam) plays an important role in internal supervision and enforcement. This study aims to examine the literature on Propam's internal supervision and analyze the findings from the perspective of procedural justice. This study employed a qualitative Systematic Literature Review (SLR) guided by the PRISMA methodology. Of 200 identified records, 2 duplicates were removed, leaving 198 records for screening. Following the exclusion of 49 records, 149 records underwent full-text assessment, resulting in 25 studies included in the primary synthesis. The results indicate that Propam has established procedures for handling complaints, conducting examinations, and enforcing disciplinary and ethical sanctions. However, implementation continues to face challenges related to transparency, consistency, resources, preventive functions, and organizational culture. From the perspective of procedural justice, the findings can be analyzed through four key dimensions: voice, which concerns the opportunity to provide information and explanations; neutrality, reflected in objective and consistent examinations and decisions; respect, reflected in fair and dignified treatment; and trustworthy motives, reflected in transparent, accountable, and reliable decision-making. These findings suggest that strengthening Propam's internal supervision should not focus solely on enforcement and sanctions but also consider the quality of the oversight process, particularly opportunities to be heard, objective and consistent procedures, fair treatment, transparency, and accountability.
