Abstract

Understanding how pro-environmental behaviour (PEB) develops requires measurement approaches that extend beyond initial validation to examine category thresholds and the substantive structure of behaviour. Building upon prior baseline validation work, this study conducts an advanced secondary analysis of a 20-item PEB instrument using the Rasch Rating Scale Model (RSM) to explicitly evaluate rating scale functioning, behavioural difficulty hierarchy, and measurement precision across latent trait levels. Response data from 124 Indonesian male junior secondary students (aged 12–15 years) were re-analysed using Winsteps version 3.73. Category analysis showed ordered thresholds, although overlap among the middle-frequency categories suggests that their descriptors could be clarified. Item calibration revealed a behavioural hierarchy in which routine and rule-supported practices were easier to endorse than behaviours requiring sustained self-regulation, responsibility for shared resources, or peer engagement. The Test Information Function indicated that measurement precision was highest around the middle of the behavioural continuum and declined towards the lower and upper extremes. Rather than re-evaluating general psychometric quality, this study illustrates how Rasch-derived hierarchies map behavioural progression, providing educators with an empirical blueprint for designing progressive environmental education assessments and targeted interventions.
